Mian Ju is a fire bender who "relocated" to Ba Sing Se before the fire lord was defeated. There she worked as a fortune teller, using her fire bending to create the flames and read the cracks in the bones. Under her long sleeves are shackles, she never talks about how she got them but the strange symbol engraved on them does nothing more than change the colors of the flames she bends.
